RPO and volume hiring proposals, priced like a programme
A set-up fee, monthly programme management and a per-hire fee in one proposal, with the rollout plan and two signers.

- Building QuoteCloud since 2013
QuoteCloud sends RPO and volume hiring proposals with once-off and monthly rows in one price table, a per-hire fee in the commercial terms, a programme plan as a Gantt chart on Business, and several signers. Half the set-up fee can be paid on signing; monthly and per-hire fees are invoiced by you, never billed by QuoteCloud.
A sample RPO proposal from a fictional agency, Ashby Lane Recruitment, for Corrigan Civil: a 12-month programme plan with set-up, three hiring waves (labourers, plant operators, supervisors), a programme review and handover; and the fees: $24,500 of set-up and $14,500 a month for programme management, with half the set-up, $13,475.00 inc tax, paid on signing.

Set-up, monthly management and per-hire fees in one proposal
An RPO is priced like a managed service. The set-up is once-off rows, programme management is a repeating monthly row, and the per-hire fee and service levels are written into the commercial terms. The client sees the whole commercial picture on one page.
The Gantt chart sets out the waves the way your programme lead plans them. Half the set-up is paid when both signers sign; you invoice the monthly and per-hire fees from your own accounts.
- One-off and repeating price rows in the same table, monthly shown ex tax
- Commercial terms and service levels as your own wording

Commercial terms
- Per-hire fee: $2,400 + tax for each hire who starts, invoiced monthly in arrears by Ashby Lane.
- Programme management: $14,500 + tax a month for 12 months, invoiced monthly by Ashby Lane.
- Service levels: a shortlist within 10 working days of each approved requisition, reported by Ashby Lane every month.
- About 60 hires across three waves; the per-hire fee applies to actual starts only.
- Candidate records stay in your ATS. This proposal holds no candidate details.
PNPaul NavarroIf wave 3 slips by a month, does the management fee keep running?
ALJonah, Ashby LaneIt runs for the 12 months in the plan. If a wave moves, we'll send a revised proposal for you both to sign.

How an RPO deal runs through QuoteCloud
A sample of how an agency can take a programme from discovery to signature. The timing is the agency's planning, not a promise.
-
Phase 1, Week 1
Discovery
- Your team brings
- Volumes, roles, sites and the client's hiring process from the discovery workshop.
- In QuoteCloud
- Your RPO template: approach, team, service levels and commercials already written.
- Done when
- The proposal is drafted with the client's volumes and waves.
-
Phase 2, Week 2
Commercials and plan
- Your team brings
- Set-up costs, the monthly management fee and the per-hire fee.
- In QuoteCloud
- Once-off and repeating rows in one price table; a Gantt chart for the waves.
- Done when
- Fees and the 12-month plan sit in one document.
Gantt charts: Business
-
Phase 3, Week 2
Director approval
- Your team brings
- Your rule: programmes over a set value go to the managing and finance directors.
- In QuoteCloud
- An approval workflow on Total value; the proposal stays In Review until both approve.
- Done when
- Both directors have approved and the proposal can be sent.
Approval workflow: Business
Signers and approvals -
Phase 4, Week 3
Two signers, set-up paid
- Your team brings
- The client's people lead and commercial manager.
- In QuoteCloud
- A signature block for each, then 50% of the set-up paid by card through Stripe or PayPal.
- Done when
- Both have signed and the proposal is marked Paid.
-
Phase 5, Later
Changes to the programme
- Your team brings
- A wave that moves or volumes that change.
- In QuoteCloud
- Revise Last Version: an updated proposal for both signers, with the history kept.
- Done when
- The revised programme is signed.
QuoteCloud takes one payment on signing. Monthly management and per-hire fees are invoiced by the agency; QuoteCloud never bills them, measures time to hire or tracks service levels.
The commercials of a programme, in plain view
What goes into an RPO or project hiring proposal, and how each part sits in QuoteCloud.
Set-up fee
Once-off rows for programme design, the careers page and configuration. Part of it can be paid on signing.
Programme management
A repeating monthly row with the term beside it. You invoice it each month.
Per-hire fee
A fee for each hire who starts, written into the commercial terms and invoiced by you.
Service levels
Your commitments, such as a shortlist within ten working days, in your words. QuoteCloud doesn't measure them.
Waves and volumes
Hiring waves, reviews and handover as a Gantt chart the client can read (Business).
People and commercial sign
The people lead and the commercial manager each sign; you see who is still to sign.

Half the set-up, paid when the programme is signed
Corrigan Civil's 12-month programme: $24,500 of set-up and $14,500 a month. When both signers sign, half the set-up is paid by card, and the programme team can start on the careers page the same week.
Big programmes go past both directors first
A 12-month programme commits your team for a year. An approval rule on Total value puts any proposal over your limit In Review, and it can't be sent until the managing director and the finance director have both approved.
Once it's out, you see when the client opens it, their comments and who has signed.
- Triggers on Total value or Discount percentage, among others
- In Review until every approver approves

RPO and volume hiring questions
Can an RPO proposal show a set-up fee and a monthly fee together?
Yes. Put the set-up as one-off rows and programme management as a repeating monthly row in the same price table; the proposal shows the once-off total and the monthly amount separately. Monthly rows are shown ex tax in our samples. Price tables are on the Essentials plan and up.
Does QuoteCloud bill the monthly management or per-hire fees?
No. QuoteCloud can take one payment on signing, such as half the set-up fee, through Stripe or PayPal. The monthly management fee and per-hire fees are in the proposal as commercial terms, and your agency invoices them from its own accounts. There are no recurring payments, instalments or reminders.
Can we include a hiring plan by wave?
Yes, as a Gantt chart block with each wave, reviews and milestones, on the Business plan. On other plans, write the plan as a table. It is your programme plan; QuoteCloud doesn't track hires or time to hire against it.
Can large programmes need a director's approval before they're sent?
Yes, on the Business plan. Set an approval rule on Total value, or on Discount percentage, so a proposal over your limit goes In Review. It can't be sent until every approver has approved.
What happens if the client changes volumes mid-programme?
Use Revise Last Version to send an updated proposal with the new volumes, waves or fees for both signers to sign again. The earlier signed version stays on record.
